The Islamabad Excise and Taxation Department has launched a new digital system that enables overseas Pakistanis to register and transfer their vehicles online through the PakID mobile application — eliminating the need for embassy visits or power of attorney documents.
According to Director of Excise Bilal Azam, the step is part of a broader effort to simplify vehicle-related services for Pakistanis living abroad. He explained that users can now complete the entire registration and transfer process directly from their smartphones.
“Expats can download the PakID app, submit their biometric verification, and the department will process the vehicle transfer seamlessly,” Azam told APP.
He further stated that biometric verification through the app will now act as legal proof of identity, removing the requirement for a separate Transfer Order (TO) form. However, he emphasized that both sellers and buyers must ensure proper documentation.
“When selling your vehicle, make sure to sign and hand over the transfer letter to the buyer,” he advised.
Crackdown on Token Tax Defaulters
In a parallel development, the Islamabad Excise Department has intensified its crackdown on token tax defaulters, suspending and cancelling multiple vehicle registrations after issuing repeated public and newspaper notices.
“We have taken action against defaulters from 1980 to 2000, and after due process, their registrations were cancelled,” Azam confirmed, adding that a reinstatement process has been introduced for owners wishing to regularize their vehicles.

This initiative reflects the department’s digital reform drive to enhance efficiency, transparency, and public convenience — both for citizens residing in Pakistan and for the millions of Pakistanis living overseas.
